I think you did right to post it where you did, Martin. This thread is meant for special photographic techniques, where you are trying to rescue an image in post. That's different.

I've never heard of it. What kind of filter is it?

It's a clear, round filter that screws into the front of the lens like a regular filter. In the center is a clear domed piece of glass cemented in place. This is what gives the circular clear image in the center of the frame. The domed glass also makes the rest of the frame go out of focus. Made in Japan and sold in several filter sizes.
